SMC/MCTV15 Board Agenda Item October 7, 2008
Live Streaming MCTV15 programming on Internet
Board appointed Greg Messer, Audra Gibson, Steve Crow and John Cumming to discuss this service and trial period. The committee has not yet met, but the following background report reflects the ED's research to date.
Recommendation: Approve trial period for Internet streaming of live MCTV 15 programming only through Feb 3, 2009 and provide input on the following:
Purpose: Goal for the trial period?
1.Establish reliability of service before announcing it to the public.
2.Evaluate costs of providing the service.
3.Evaluate income opportunities for providing the service
4.Determine operational support needs for providing the service
5.Educating producers about the service
6.Determining popularity of the service
7.Testing live productions from COS Studio on the service
8.Evaluating additional capabilities of interest to government meetings available through this service.
9.Create description for the service including all technical details needed to provide the service. (Technical Director)
Who evaluates the service? Create an agreement form for those wishing to beta test this service, maintain the list for feedback purposes.
Who gets to see it? By what criteria? Word of mouth? How many ideal candidates do we want to test?
What is the link? Who will provide the link to those wanting to test? Does anything prevent those that have the link sharing it with anyone else? Authorization? Restrictions?
Permissions:
COS – Bandwidth not an issue as it does not go beyond our one user connection through the College. No other concerns at this point.
Northland – no restrictions
Free Speech TV – Contract language allows for rebroadcast. Email sent 9/30, no response as yet, no objections expected due to contract language.
Cities – Mt. Shasta, Weed and Dunsmuir City Managers have been notified of our desire to test this service and that their meetings are part of the regular programming. No objections have been received. Mt. Shasta encourages the service.
Producers – Signed show agreement form allows for MCTV 15 broadcast use
