Minutes of Board Meeting October 3, 2005

Minutes of September 12, 2005 regular meeting approved as submitted

Public Comment - Sean Marshall, new volunteer is interested in working with kids, a local resident whose father was instrumental in video program at COS. He has experience in video production with Roseburg Lumber, has his own business “Tri Dimension Films. His expertise was welcomed.

  • Education liaison Marian Murphy-Shaw reported on partnership with K-12 for technical and science grant opportunities with interest in public broadcasting. Vince Reinig is expanding the ROP video production class at Mt. Shasta High School as prep for COS program. Sean Marshall is interested in offering the ROP video production class in Weed, will need to contact Kim Green. There will be an Oct 11th career day at COS. The 8th Graders in the county have their science “egg drop” event on Thursday 10 AM until 1 PM combined with a student art and essay presentation. The Spelling Bee is November 15th at COS.

Old Business
  • COS MOU Update -Neva reported that the move to the College is scheduled for October 7th, COS staff and MCTV volunteers have coordinated “clean-up” of the studio area. COS featured notice of the move in their newsletter. Kathleen was asked to arrange a ribbon cutting for November with the Weed and Mt. Shasta chambers. Perhaps combine with an open house. Attorneys have reviewed the draft MOU; Steve will bring it before Administration at COS. Keys to be provided pending the move.
  • Mc Connell? Site Visit October 5, 2005 9:30 - 10 AM - Neva will host
  • Mc Connell? Grant expenditures update - DAC 100 on back order, cameras, computer and switcher are in. Cabling costs have been revised in grant expenditure.
  • Insurance Renewal update - Audra reported insurance is renewed, paperwork on file in office.
  • Non-Profit Status filing update - Audra reported filing is complete and status is current.
  • Weed City budget report - Neva reported that Weed approved their city budget with $5,000 funding for MCTV 15.

New Business
  • Consideration of Transfer fee for program submissions (rate sheet revision) - Board approved a $20 fee for submitted programming that must be transferred to current media requirements. Transfers take real time (i.e. one hour per one hour show) and must be done by Operations Manager of trained volunteer and use of DVD's or computer hard drive space.
  • Review donations policy for specific programming - the board greed that MCTV 15 is the umbrella for all donations, and all costs for operations come from one general fund. We will not track any individual donations for specific programming.
  • Establish board meeting location - approval for board meetings to be held in COS board room, first Monday of each month at 11 AM.

Reports and Possible Action
  • Operations Manager - Kathy Blevins submitted her report and was commended by the board for her organizational efforts.
  • Financial Report- Annie Samse is transferring data to Quickbooks and will submit a written report for the next meeting.
  • Tech Committee-John Cumming - grant expenditures and COS studio layout have the committee working “overtime”.
  • Programming - John Cumming/Rick Satchel no new report
  • Liaison Reports - Public (Judith Conrad) - no new report Government (Audra Gibson) - video from Siskiyou Firefighter Memorial Museum event is being edited and will be submitted to Supervisor Bill Hoy by the end of the month.

Comments - Address volunteer hour credit on policy/rate sheet at next meeting.
Gift and flowers presented to Sylvia Massy-Shivy for providing studio space for MCTV as we now move on to COS.
