Holiday Open House and Awards Ceremony

Our second annual Holiday Open House and Awards Ceremony will be held on Tuesday, December 15th at 4:30pm at the College of the Siskiyous, Weed LRC 2 Lobby and Television Studio. Awards presentation begins at 5:30 PM.
Join the students of the COS Media Department and the MCTV 15 family to celebrate our volunteers and producers at this annual event. Recorded and/or aired live, awards will be presented for best student production, best community production, outstanding volunteer awards and facility tours. Refreshments will be served.
Annual Report 2008-2009
November 16, 2009 Siskiyou Media Council / MCTV15 announces the release of their Annual Report for fiscal year 2008-2009.
The report will be distributed to city officials in south County as part of the agreements SMC has with the cities for receiving a pass through of a percentage of franchise fees collected from Northland Cable subscribers. County supervisors will also receive a copy to assist in their understanding of the scope of services SMC provides in support of Public Access television. As yet, the County has not passed through any funding from franchise fees collected in support of Public Access.
“All volunteer efforts went in to compiling the information for the report,” says Executive Director, Audra Gibson. “Our database system allows us to track users, donors, show information and much more. The finished product serves as a comprehensive look at Siskiyou Media Council and our two business units: MCTV 15 and Professional Production Services. Silicon Sorcery did a great job on design and presentation. Those taking the time to learn more about us will see we are much more than just MCTV Channel 15.”

Professional Production Services aka PROPS

Our PROPS division has recently completed work with Mercy Medical Center Mt. Shasta and the College of the Siskiyous Foundation. The Mercy television series is now airing on Channel 15. Check Schedule for "To Your Health" to see the shows on Smoking Cessation and Diabetes Education. Thanks to all who assisted with these productions!
"It's a New Day" is a promotional piece for the COS Foundation, produced by Sandra Vaughn with the assistance of her crew, Sean Marshall, Bill Pool, John Cumming, John Veltri, Caitlin Moore, and Trevor Scott. The video was shot on location on campus, and around Siskiyou County. It features COS President, Randall Lawrence and interviews that describe the "power of partnership" between our community at large and the college. Puts the "community" in to "community college". Great job everyone! We anticipate that the COS Foundation will submit the program for airing on Channel 15 in the near future.

Diana Gazes is looking for a volunteer/paid assistant to work on a project. She has a number of VHS taped interviews from her TV days in NYC and around the world. Topics include alternative health care, ufo's, world leaders, astronauts. She would like to archive the tapes to digital format. Another possibility is to find a person who would love to make a whole new series from these videos. Volunteer Coordinator Training

Presentation Kit Now Available to Nonprofits

In an effort to better serve our area organizations, Siskiyou Media Council / MCTV 15 is making available a presentation kit to Non-Profit organizations for a modest rental fee of $75 per day. The kit includes:
LCD projector for video, slides and computer presentations;
Projection screen and stand;
PC laptop for DVD playback, photo slide show, presentations; and
Public address system for music, voice and DVD amplification.
The equipment can be reserved by calling 938-5910, the MCTV 15 studio office on campus at College of the Siskyous in Weed. For more information email info@mctv15.org.

Long time volunteer, and recent Board President, Judith Conrad resigned on September 23, 2008 and moved out of the area. Judith has been with MCTV 15 since 2003, serving as President, Program Director and Producer of How To... and Mount Shasta Magic. Judith will be missed by the MCTV 15 Team and we wish her all the best for the future.
At their board meeting on October 7th, Siskiyou Media Council aka MCTV 15 unanimously voted Greg Messer to fill the board presidency vacated by the recent departure of Judith Conrad. Messer has served as a board member for the organization since early 2007 and also serves on the COS Foundation and Siskiyou Arts Council boards. Messer is a local businessman in Mount Shasta where he manages a consulting firm.
“I'm pleased to be assisting in the fulfillment of our mission” said Messer. “The potential of this organization is tremendous for our area and the county. I will be working closely with our Executive Director, Audra Gibson, to strengthen our services and the perception of what MCTV 15 offers to the communities.”
At Tuesday's meeting, Jim De Pree, former Natural Resource Policy Specialist for Siskiyou County was also voted onto the board by a unanimous vote.

The College of the Siskiyous will soon begin it's fall semester. This year instructor Ron Demele continues classes in television production at Studio COS on the Weed campus. Students will participate in the production of television shows that are cablecast on Northland cable television channel 15. Under guidance many students will undertake the creation of their own television show. Some will share their efforts on the Internet at sites like You Tube. MCTV15 Board President, Judith Conrad is pleased to announce the contracting for Executive Director services to Mt. Shasta resident, Audra Gibson. Audra brings over nine years experience to the Non-Profit Organization dba Siskiyou Media Council, responsible for the management of south county Public Access Television.
Gibson, a former Mt. Shasta mayor, worked to establish the non-profit in 2002 and promoted the mission of MCTV15 to establish programming and facilities for public use. She brings years of volunteer participation as MCTV’s Secretary, President, Government liaison for the cities of Weed, Mt. Shasta and Dunsmuir, as well as producer and production volunteer.
"I’m thrilled to now be able to devote more productive time to the SMC in the capacity to build support and strengthen the non-profit’s foundation,” said Gibson. “I will be working hard to establish clearer guidelines for public participation in local television and to build strong partnerships with the College of the Siskiyous and other area non-profits and businesses, including YCTV Channel 4 in Yreka. Our mission is 'to encourage and support the use of media for sharing thoughts opinions and events by, and for the people of Siskiyou County.' We want to make it easy for you to tell your story and get it aired on television.”

At the Annual Meeting, the board voted Greg Messer, Barbara Dillman and Steve Crow to 2 year terms on the board of directors and Judith Conrad, Audra Gibson and Todd Cory for one year terms. There is one vacancy remaining on the board of directors. All board positons in the futre will be for a two year term. The board also elected the following officers for the coming year: Judith Conrad, president, Audra Gibson, Secretary, and Barbara Dillman, Treasurer.

MCTV 15 to Broadcast LIVE Candidate Forum on April 30, 2008
April 24, 2008 MCTV 15 and the COS History and Political Science Club are proud to announce that the Candidate Forum to be held on Wednesday, April 30th will be broadcast LIVE on Channel 15 in to Northland Cable TV subscribers in south Siskiyou County (Weed, Mt. Shasta, Dunsmuir and Mc Cloud)
The event will take place at 7 PM on the Weed Campus in Learning Resource Center 2 in the MCTV 15 TV Production Studio. (Please note location change from previous announcements). Volunteers from MCTV 15, COS Media Class, COS History and Political Science classes and Mt. Shasta High School media class will assist with the broadcast. Limited seating in the studio is available to the public, monitors outside the studio will be available for public viewing. Candidates will have voter information on hand for distribution, and will meet with attendees following the event.
Co-Produced by John Cumming and Audra Gibson, the event will be taped and aired on Channels 15 and 4 in Yreka during the weeks leading up to the June 3rd Primary Election.
Candidates running opposed for the following offices are expected to attend:

On the Move

The MCTV 15's cablecast facilities are to be relocated to the College of the Siskiyous. The move is expected to begin on the Thursday morning, June 14. During the time of the move MCTV 15 will not be cablecasting. Normal service will return around 6pm.
For many years the cablecast equipment has been located in Mt.Shasta above the police station. From that location, all our local shows, the electronic bulletin board and our satellite feeds were mixed together and sent out via Northland cable's channel 15.
The planned move to the Weed campus of the College of the Siskiyous has been in the works for over a year. Being located at our studio on the college campus has many advantages, having all of MCTV 15's operations centrally located makes it easier to maintain and have volunteers assist with programming. In the near future we will have the ability to provide a live cablecast with call-in capability.
This is a major development for our community media television in south Siskiyou County. I want to thank all our partners for their shared vision in this project. Northland Cable Television has provided the infrastructure to make all this possible. The City of Weed for working with Northland cable in establishing a franchise agreement that benefits us all. College of the Siskiyous for their work in sharing the television production facilites with MCTV 15. The MCTV 15 volunteers for their tireless dedication. Together we are making our community a better place!

To Your Health! is a series of informative health care related shows now airing on Channel 15. Produced by Audra Gibson and John Cumming of MCTV 15, the series is the result of a professional services arrangement between Mercy Mt. Shasta and the local public access television station. The show airs regularly on Wednesdays at 7 AM and 7 PM on Channel 15. April's topic is "Tips on Health Insurance Coverage", featuring Scott Foster, Chief Financial Officer and Dawn Smith, Medical Billing Counselor at Mercy Mt. Shasta. Community Health Plan of the Siskiyous Chief Executive Officer, Karen Preisser also shares important information on securing health care coverage in our rural area.
Susan Vrh, Marketing Director for Mercy Mt. Shasta, targeted the television audience as a means to inform area residents on Mercy services and general health care issues. At the same time, the partnership builds support for MCTV 15, the non-profit organization that manages the public access station in South County.

Media Server is back doing what it does best ... serving your local shows and messages.
Some times advances is technology can have you picking up the pieces. That is what happened when a routine software upgrade broke the Media Servers ability to play back shows at the scheduled time. The only solution was to rewrite and after nearly 40 hours of intense software development, John Cumming (MCTV15's volunteer tech guru) has a brand new Media Server up and running.
All your local shows are now back on schedule. I hope you can handle it!

Thanks to the Mt. Shasta Legacy Fund, grants are now available to Mt. Shasta based non-profit organizations that want to engage MCTV 15 professional services. Eligible Siskiyou County non-profit organizations are invited to apply for assistance with the cost of production of an informational or educational video to get their message out. These productions will air on Channel 15, the local public access television station. Written requests for these grant funds are now being accepted. John Arno, Vince, Shirley Hammond and John Cumming traveled to the north county last Tuesday to me with the governing committee for Yreka Community Television Channel 4 (YCTV 4). We provided them with an overview of how MCTV 15 operates within the south county. Points of discussion were underwriting, sponsorship, training, head end master control, volunteer recruiting, policies, and sharing of shows. YCTV 4 committee meets at their Yreka studio on the 1st Tuesday of every month at 6pm.

MCTV 15 Receives Legacy Fund Grant for Production Assistance to Non-Profits!!!
June 20, 2006 MCTV 15 has been awarded $1,000 from the Mt. Shasta Community Legacy Fund to be distributed on a per project basis to approved non-profits organizations who desire to produce a video show or promotional piece for airing on MCTV 15, the community public access station of south Siskiyou county.
The MCTV 15 studio is located on the campus of the College of the Siskiyous in Weed, where equipment is made available to the public at moderate fees for productions. The Legacy Grant Funds will be used to supplement the payment of fees for non-profits who may need financial assistance to “get their message across” the Northland Cable TV network to area subscribers.
MCTV 15’s mission is to encourage and support the use of media for sharing thoughts, opinions and events by and for the people of Siskiyou County. The station employs one part time office manager and has a growing list of volunteers and producers who have varying levels of competency operating the video equipment. Many of the volunteers are graduates of COS Media Department classes. MCTV receives many requests to “make a show” for non-profit organizations. By receiving this grant, they can now provide financial assistance to groups wishing to produce marketing pieces or event film footage.

After her great success in the musical Grease, Dallas Brown, makes a farewell musical appearance at 'The Dugout' in Mt. Shasta on Thursday, September 14th at 9:30pm. Come hear her and friends play music and sing some great tunes. Admission fee goes to help Dallas on her road to stardom in Nashville. Admission also includes some drinks and great appetizers. John Cumming and John Googins will be video taping the event for later showing on channel 15. This is not to be missed.

This marks the start of our 4th year of providing this popular program to the South Siskiyou County area via MCTV 15.
The continued consolidation of media into the hands of a few large corporations threatens the American democratic process so dependent on a free press. 57-year-old listener sponsored Pacifica Radio (which produces Democracy Now!) remains an open vehicle for essential public debate and dissent.
You might not be aware that there has been an ongoing campaign for Jefferson “Public” Radio to carry Democracy Now! on their services. Regardless of the huge volume of public requests to carry this program, they continue to refuse. It is because of this censorship that I pursued finding another way to make this available for our local community. Fortunately for the people in our area with cable television, we are able to watch this outstanding, free speech, investigative journalism program.
Your donation goes into a separate fund to support keeping Democracy Now! on MCTV 15. Every year we need to pay $336.00 to DISH network to keep our satellite source for Democracy Now! Volunteers from MCTV 15 and the College of the Siskiyous (COS) recorded the candidates forum last Thursday. John Cumming from Silicon Sorcery donated his time and use of a high end digital video camera for the production. COS provided two additional cameras and a digital audio recorder. Barry Russell from the college moderated for the evening. Five groups of candidates presented themselves for questions.
Over 8 hours of source material was recorded and needs to be edited into a two hour show. John Arno from the College of the Siskiyous together with John Cumming have almost completed this mammoth task.
To complete the editing task most of the source material was transferred to a computer editing system. For the video this is a real-time process. 6 hours of video takes 6 hours to get into the computer. The editing process was carried out using a customized version of Sony Vegas. Silicon Sorcery provided the extra customization software that made it possible to edit the project in just over 4 hours. It would have taken an estimated 40 hours of editing without this custom software. The openning titles and closing credits together with onscreen canadidates names is expected to take another 2 hours of editing. The computer will then take approximately 3 hours to render and master the work on to a DVD. This final process is expected to completed on Thursaday afternoon. Expect to see the show on MCTV 15 television this Saturday. Additional covergae is expected on Yreka's public access channel. Check TV Schedule for show times. A forum involving many of the candidates in the upcoming June 2006 Primary will be video-taped live on Thursday, April 13 at the College of the Siskiyous Ford Theater in Weed. The forum will begin at 7pm. Moderated by COS Vice President Barry Russell, candidates for the Siskiyou County offices of Auditor, District Attorney, Sheriff, Superintendent of Schools and Supervisor District 3 will answer questions in front of a live audience. The program will be aired on MCTV 15 and Yreka TV in the coming weeks. The public is welcome to the forum, Thursday evening, April 13th from 7 - 9 PM.

Two new hard drives arrived to replace the one used for transporting content from Weed to Mt. Shasta. They came in a nice cool aluminum case that has both firewire and usb2. Both drives there ready to go right out of the packaging. And now the bad news ... MCTV 15's DVD burner failed last Thursday during a session of making some DV Ds?. The good news is that a replacement is already on order for less than $40. The new drive will be almost six times faster to read and write DV Ds?.

Hard drive failure at MCTV 15 has resulted in a scramble to get shows ready for cable cast. Once a week volunteers at MCTV 15 prepare new shows at Studio COS. These shows are stored on a large capacity hard drive before getting transported to our headend in Mt. Shasta. The drive can hold up to 100 hours of programming as well as data, software and other vital information for programming. On Tuesday morning, the show distribution drive failed to function. The drive was over three years old and has had been used heavily over these years. A tempory replacement drive is being used in-order to get new progamming to Mt. Shasta. A replacement hard drive and a backup drive is aspected to cost $300. This would be a good time to help support MCTV 15. MCTV 15 is delighted to announce a $1,000 donation from Diana Limjoco Pollard, CFO and partner of Digital Web Group,Inc. in Tucson, Arizona that was used for funding the facilitation of a board and volunteer strategic planning session for the non-profit organization's development. Diana is the founding president of MCTV 15, and is a continuing supporter from out of state. Diana moved on to Tucson, Arizona while maintaining her home in Mt. Shasta. She is well known and respected in Mt. Shasta for her civic achievements as a top fund raiser for the 4th of July Annual fireworks event, and she founded, and for three years, funded, the now successful MCTV Channel 15, Public Access station serving south Siskiyou County at the College of the Siskiyous. She made the public very aware of the station when she put on the live on the streets weekly TV, MCTV-Real TV.
“I will NEVER forget putting in the one lonely tape every Sunday before we got the automatic switcher. It all started in a closet in the basement of the Community Center, and now look at it.... it's one of the best things I have done in my life and the most rewarding,” she recalls.

Many of the audio problems that have be present at Studio COS have been greatly improved. Volunteers John Cumming and Todd Cory re-routed the microphone level signals directly to the audio mixer; ground loops were eliminated; and more microphones are now being used during recording sessions.

Thank you to the volunteer work of Paul Beck, Rick Satchell and John Cumming. They spent several hours doing extensive audio testing at Studio COS. They discovered that the bulk of our audio problems comes from noise interference generated in the audio patch bay. There also seems to be some grounding problems with the patch bay cabinet. Mic levels feeds operate at very low voltage levels and can easily be polluted with noise. It's unlikely that microphone level signals can be sent through the patch bay without significant signal loss and noise. We are working on getting more expert advice on how to improve our audio. Anyone with television audio experience are welcome to come and help.

Scenarios USA comes to MCTV-15!

"Scenarios USA is a non-profit organization that gives teens the reins to create their own media through film mentoring programs for youth in conjunction with our annual writing contest. Every year Scenarios asks teens, ages 12-22, to write about their choices and decisions around for the annual ‘What’s the REAL Deal?’ writing contest. Contest winners and their peers work in collaboration with Hollywood filmmakers and crew to turn their stories into short films in their hometowns. The Contest is currently held in NYC, Miami-Dade County & the Rio Grande Valley."

A recently acquired $10,000 grant from the Mc Connell? Foundation fund at the Community Foundation will help MCTV 15 usher in its fourth season of community television programming.
When it began broadcasting, the station had virtually no revenue base, board of directors president Neva Barnett said.
“We're a non-profit 501(c)(3) that is donation based rather than membership based,” Barnett said. MCTV 15 is now recognized on the city budgets of Dunsmuir, Mount Shasta and Weed and receives support from various individuals in the community, board member Penn Martin said the grant is a very important part of this year's funding.
“The grant is earmarked for equipment. It will be used to purchase cameras and editing equipment,” he said.
John Cummings, the current volunteer program director and technical innovator for MCTV 15, said the station couldn't afford to buy certain pieces of new equipment when it was first set up.
He said the grant money will allow the station to purchase, among other items, a four channel switcher and a new camera with features designed to make it user friendly for the volunteer staff at the station.
Programming on the local channel has grown from the airing of one locally produced show during the first season to an array of regular shows such as “How to...” and “Real TV.”
Those shows will begin this year's broadcasting on September 7th.
A new cooking show called “Cheffin',” produced by Martin, will join the line up this season.
The MCTV 15 channel also carries a public access electronic bulletin board which includes such information as local government meeting times and agendas, area events and snow removal day schedules, and information about who's who in local government.
In addition, the station provides a live telecast of the Weed, Mount Shasta and Dunsmuir city council meetings and recorded showings weekly at 6 a.m. and 6 p.m. on Wednesdays of the most recent Mc Cloud Community Services District board meeting.
Until six months ago, the station broadcasted the same programming every day for one week periods. Now every day's programming is different.
“We're balancing local, high quality programming with alternative shows that might not be available on network channels,” said Martin.
Since its inception, Cumming reported, 260 shows have been submitted to MCTV 15, of which 144 have been locally produced.
Barnett credits Northland Cable with a measure of the station's growth and success.
“Northland Cable has been instrumental in helping us by growing cable TV access in the area,” she said. “When we began, we could be viewed only in Mount Shasta. Now, all south county homes with cable television have the option.”
More good news for MCTV 15, according to the board, is the imminent resolution of talks with the College of the Siskiyous about relocating the station from its current donated studio space on Main Street in Weed to the college's television studio facilities in the library building on the Weed campus.
“A goal of one of our founders, Diana Pollard, was to help people develop skills to produce a show that would lead to syndication or to a job in the television industry,” Barnett said.
She indicated that locating the studio on the COS campus could help provide those opportunities for interested participants and students through the college's newly scheduled television production and community television classes offered by recently hired instructor John Arno.
Public financial support and ideas for new locally produced shows are important for the ongoing health of the community television station, Barnett said.

Bless you! I was checking out the Democracy Now! web site and saw that you broadcast the show on your station. I think that is fabulous! I lived in Weed from age 2 to age 18 so it is really good to know that Democracy Now! is available to people in my old community (as well as my current community, in Los Angeles). Democracy Now! is such an important show and a valuable resource for information in an age when so much information is withheld or altered.

New method used to prepare shows for cable casting still having problems. Shows are now captured for playback using a DVD Recorder. The DVD disks are then copied on to a playback computer system. The playback system has some problems with the formatting of the video files. This results in some hipups in the sound and video. We are working on a solution. April 21, 2005

'Real TV' now in it's second year, it continues to grow will the help from you. Remembering Charlie Byrd A Tribute Charlie to former Siskiyou County Sheriff Charlie Byrd, the first black sheriff in California. Charles Byrd, "Charlie" as he was known by all, was born in Weed, California on July 6, 1947. Charlie's father, Edmond Byrd of Mississippi, and Eddie B. Byrd of Louisiana, relocated to the Weed area shortly after World War II, to work at the Long Bell Lumber Company. Long Bell also had a company in Louisiana, where Charlie's uncle was employed. >more. Farewell Joan

Students from Siskiyou Christian School in Mount Shasta are scheduled to take part in a speech and oratory competition this Friday in Redding. The six student speakers practiced on camera this week at the MCTV-15 studios at College of the Siskiyous in Weed.>More.. Climb Against the Odds

Representatives from MCTV 15 were successful in their appeals to the Mount Shasta and Weed City Councils to budget $4,800 a year in for the local public access television stations. MCTV President Neva Barnett informed councils of the business plan and confirmation of hiring operations manager, Rachael Hand. >More.. Picture This!
